ಬೆಂಗಳೂರು, ಜುಲೈ 12,2025 (www.justkannada.in): ಬೀದಿನಾಯಿಗಳಿಗೆ ಬಿರಿಯಾನಿ ನೀಡುವ ಬಿಬಿಎಂಪಿಯ ಯೋಜನೆ ಲೂಟಿ ಮಾಡುವ ಉದ್ದೇಶವನ್ನು ಹೊಂದಿದೆ. ಇದು ಹಣ ಕೊಳ್ಳೆ ಹೊಡೆಯುವ ಸ್ಕೀಮ್‌ ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಆರ್.ಅಶೋಕ್ ಟೀಕಿಸಿದರು.
ಮಾಧ್ಯಮಗಳ ಜೊತೆ ಮಾತನಾಡಿದ ಆರ್.ಅಶೋಕ್ ಅವರು, ಮುಖ್ಯಮಂತ್ರಿ ಹಾಗೂ ಉಪಮುಖ್ಯಮಂತ್ರಿ ಸಿಎಂ ಕುರ್ಚಿಯ ಕಿತ್ತಾಟದಲ್ಲಿ ನಿರತರಾಗಿದ್ದಾರೆ. ಇಂತಹ ಸ್ಥಿತಿಯಲ್ಲಿ ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬೀದಿನಾಯಿಗಳಿಗೆ ಊಟ ನೀಡುವ ಯೋಜನೆ ತರಲಾಗಿದೆ. ಬೀದಿನಾಯಿಗಳ ಉಪಟಳದಿಂದ ಮಕ್ಕಳಿಗೆ ತೊಂದರೆಯಾಗುತ್ತಿದ್ದು, ಅದಕ್ಕಾಗಿ ನಾಯಿಗಳ ಸಂಖ್ಯೆ ಕಡಿಮೆ ಮಾಡಬೇಕು ಎಂಬ ಉದ್ದೇಶದ ಯೋಜನೆ ಬಿಬಿಎಂಪಿಯಲ್ಲಿದೆ. ಜನರು ಹಾಗೂ ಸಂಘಟನೆಗಳು ಈಗಾಗಲೇ ಬೀದಿನಾಯಿಗಳಿಗೆ ಊಟ ಹಾಕುತ್ತಿದ್ದಾರೆ. ಈಗ ಬೌ ಬೌ ಬಿರಿಯಾನಿ ಹಾಕುವ ಅಗತ್ಯವೇನಿದೆ? ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ಪ್ರತಿ ಬೀದಿಗಳಲ್ಲಿ ಜನರು ಬೀದಿನಾಯಿಗಳಿಗೆ ಊಟ ಹಾಕುವುದು ಸಾಮಾನ್ಯವಾಗಿದೆ. ಈಗ ಹಣ ಲೂಟಿ ಮಾಡಲು ಇಂತಹ ಯೋಜನೆ ತರಲಾಗಿದೆ. ರಸ್ತೆಗಳಲ್ಲಿ ಗುಂಡಿಗಳು ಹೆಚ್ಚಾಗಿದೆ. ಉದ್ಯಾನಗಳ ನಿರ್ವಹಣೆ ಆಗುತ್ತಿಲ್ಲ. ಬಿಬಿಎಂಪಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಸಂಬಳ ಕೊಡಲು ಹಣವಿಲ್ಲ. ಶಾಲೆಗಳ ಶಿಕ್ಷಕರಿಗೆ ಸಂಬಳ ನೀಡುತ್ತಿಲ್ಲ. ಯಾವುದಕ್ಕೂ ಹಣ ಇಲ್ಲ ಎಂದಾಗಿರುವಾಗ, ಬೀದಿನಾಯಿಗಳಿಗೆ ಬಿರಿಯಾನಿ ನೀಡಿ, ಅದರಲ್ಲಿ ಹಣ ಕೊಳ್ಳೆ ಹೊಡೆಯುವ ಸ್ಕೀಮ್‌ ತರಲಾಗಿದೆ ಎಂದರು.
ಬೀದಿನಾಯಿಗಳ ಆರೋಗ್ಯದ ಆರೈಕೆಗೆ ಪಶು ಆಸ್ಪತ್ರೆ ನಿರ್ಮಿಸಬಹುದಿತ್ತು. ಬೀದಿ ಬದಿಯಲ್ಲಿ ಬಿದ್ದಿರುವ ನಾಯಿ ಅಥವಾ ಅಪಘಾತಕ್ಕೊಳಗಾದ ನಾಯಿಗಳನ್ನು ತಂದು ಚಿಕಿತ್ಸೆ ನೀಡಬಹುದು. ಅದನ್ನು ಬಿಟ್ಟು ಆಹಾರ ನೀಡುವ ಯೋಜನೆ ತಂದಿರುವುದು ಸರಿಯಲ್ಲ. ಬೀದಿನಾಯಿಗಳಿಗೆ ಮಾಂಸ ನೀಡುವುದರಿಂದ ಅವು ಕ್ರೂರವಾಗಿ ವರ್ತಿಸಬಹುದು. ಈಗಾಗಲೇ ನಮ್ಮ ಸಾಮಾನ್ಯ ಆಹಾರಕ್ಕೆ ಹೊಂದಿಕೊಂಡಿರುವ ಅವುಗಳಿಗೆ ಇಂತಹ ಆಹಾರ ನೀಡುವುದರಿಂದ ಸಮಸ್ಯೆ ಉಂಟಾಗಬಹುದು. ಬಿಬಿಎಂಪಿಯ ಹಣವನ್ನು ತಿನ್ನಲು ದಾರಿ ಹುಡುಕಿಕೊಂಡಿದ್ದಾರೆ. ಬೆಕ್ಕು, ಹೆಗ್ಗಣಗಳಿಗೂ ಊಟ ನೀಡಬಹುದು ಎಂದರು.
ಈ ಯೋಜನೆಯಲ್ಲಿ ಇನ್ನು ಮುಂದೆ ಹಗರಣವಾಗಲಿದೆ. ಆಗ ಯಾವುದೋ ತನಿಖಾ ಸಮಿತಿಯನ್ನು ನೇಮಿಸುತ್ತಾರೆ. ಕೊನೆಗೆ ವರದಿ ಮುಚ್ಚಿಹೋಗುತ್ತದೆ. ಇಂತಹ ಅಕ್ರಮಗಳಿಗೆ ಇದು ಕಾರಣವಾಗಲಿದೆ ಎಂದರು.
ಬೆಂಗಳೂರಿನ ಕಾಲ್ತುಳಿತ ಪ್ರಕರಣಕ್ಕೆ ಸರ್ಕಾರ ಅನುಮತಿ ನೀಡಿದೆ. ಆದರೆ ಪೊಲೀಸರನ್ನು ಬಲಿಪಶು ಮಾಡಲಾಗಿದೆ. ಆಯುಕ್ತರು, ಡಿಸಿಪಿ ಮೇಲೆ ಆರೋಪ ಹೊರೆಸಿ ಕೈ ತೊಳೆದುಕೊಳ್ಳಲಾಗಿದೆ. ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವರು, ಗೃಹ ಸಚಿವರು ಎಲ್ಲ ಬಂದೋಬಸ್ತ್‌ ಮಾಡಿದ್ದರೆ, ಈ ಸಮಸ್ಯೆ ಆಗುತ್ತಿರಲಿಲ್ಲ. ಏನೂ ಮಾಡದೆ ಪೊಲೀಸರ ಮೇಲೆ ತಪ್ಪು ಹೊರಿಸಲಾಗಿದೆ. ಕ್ರಿಕೆಟಿಗ ವಿರಾಟ್‌ ಕೊಹ್ಲಿ ಅವರ ತಪ್ಪು ಕೂಡ ಇಲ್ಲ. ಸರ್ಕಾರದ ಮೇಲೆ ಆರೋಪ ಬರಬಾರದೆಂದು ಮೊದಲೇ ಹೇಳಿ ವರದಿ ಬರೆಸಲಾಗಿದೆ. ಇದು ಯೋಗ್ಯವಾದ ವರದಿ ಅಲ್ಲ. ಕೋರ್ಟ್‌ ನಲ್ಲಿ ಬರುವ ತೀರ್ಪಿನ ಬಗ್ಗೆ ಮಾತ್ರ ನಂಬಿಕೆ ಇದೆ ಎಂದರು.

The BBMP’s plan to feed biryani to street dogs is designed with the intent to loot. Opposition Leader R. Ashok criticized it as a scheme to siphon off money.
Speaking to reporters, he said the Chief Minister and Deputy Chief Minister are engrossed in a tussle over the CM’s chair. In such a situation, the BBMP has introduced a plan to feed street dogs within its jurisdiction. The menace of street dogs is causing trouble for children, and there is a BBMP plan aimed at reducing their population. People and organizations are already feeding street dogs. So, what is the need for this “Bow Bow Biryani” scheme? he questioned.
He noted that it is common for people to feed street dogs in every street. Now, this plan has been brought to loot money. Roads are riddled with potholes, parks are not maintained, BBMP hospitals lack funds to pay salaries, and teachers in schools are not being paid. When there is no money for any of these, they have come up with a scheme to feed biryani to street dogs and loot money through it, he alleged.
A veterinary hospital could have been built to care for street dogs’ health. Dogs lying on the streets or injured in accidents could be brought there for treatment. Instead, introducing a food scheme is not right. Feeding meat to street dogs could make them aggressive. These dogs are already accustomed to our regular food, and giving them such food could cause problems. They are looking for ways to misuse BBMP funds. They could even start feeding cats and mongooses, he remarked.
This scheme will lead to a scam in the future. Then, some inquiry committee will be appointed, and eventually, the report will be buried. This will pave the way for such irregularities, he said.
Regarding the Bengaluru stampede case, the government has given its approval, but the police have been made scapegoats. Allegations have been placed on the Commissioner and DCP to wash their hands of responsibility. If the District In-Charge Minister and Home Minister had made proper arrangements, this issue wouldn’t have occurred. Without doing anything, the blame has been shifted to the police. Cricketer Virat Kohli is not at fault either. To ensure no blame falls on the government, a report was prepared in advance. This is not a fair report. We only have faith in the court’s verdict, he said.
D.K. Shivakumar, thinking he will become CM, is visiting temples. Discussions about a change are happening at the high command level. D.K. Shivakumar will relentlessly pursue power and snatch it. A CM change is certain to happen, he added.
