ನವದೆಹಲಿ, ಮಾ.21: ಅಮೆರಿಕದ ಯುನೈಟೆಡ್ ಸ್ಟೇಟ್ಸ್ ಕಮಿಷನ್ ಆನ್ ಇಂಟರ್ನ್ಯಾಷನಲ್ ರಿಲಿಜಿಯಸ್ ಫ್ರೀಡಂ (USCIRF) ಪ್ರಕಟಿಸಿರುವ ವರದಿ ವಿರುದ್ಧ ಹಲವು ನಿವೃತ್ತ ನ್ಯಾಯಾಧೀಶರು, ಬ್ಯೂರೋಕ್ರಾಟ್ಗಳು ಹಾಗೂ ಸೈನಿಕ ಅಧಿಕಾರಿಗಳು ತೀವ್ರ ಆಕ್ಷೇಪ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಈ ಸಂಬಂಧ ವರದಿಯು “ತಪ್ಪು ಆಧಾರಗಳ ಮೇಲೆ ನಿರ್ಮಿತ ಹಾಗೂ ವಾಸ್ತವಿಕತೆಗೆ ದೂರವಾದದ್ದು” ಎಂದು ಬಹಿರಂಗ ಪತ್ರ ಬರೆದು ಸಹಿ ಮಾಡಿದ್ದಾರೆ.
ವರದಿಯಲ್ಲಿ ಭಾರತದ ಧಾರ್ಮಿಕ ಸ್ವಾತಂತ್ರ್ಯದ ಸ್ಥಿತಿಯನ್ನು ನಕಾರಾತ್ಮಕವಾಗಿ ಚಿತ್ರಿಸಿರುವುದನ್ನು ವಿರೋಧಿಸಿದ್ದಾರೆ, ದೀರ್ಘಾವಧಿಯ ಜನಸಂಖ್ಯಾ ಮಾಹಿತಿಯನ್ನು ಗಮನಿಸಿದರೆ ಭಾರತದಲ್ಲಿ ಅಲ್ಪಸಂಖ್ಯಾತರ ಸ್ಥಿತಿ ಸ್ಥಿರವಾಗಿದ್ದು, ಕೆಲವು ಸಮುದಾಯಗಳಲ್ಲಿ ಏರಿಕೆಯೂ ಕಂಡುಬರುತ್ತಿದೆ ಎಂದು ಉಲ್ಲೇಖಿಸಿದ್ದಾರೆ.
ಪಾಕಿಸ್ತಾನ ಮತ್ತು ಬಾಂಗ್ಲಾದೇಶದಲ್ಲಿ ಹಿಂದೂಗಳ ಪ್ರಮಾಣವು ಕಳೆದ ದಶಕಗಳಲ್ಲಿ ಗಣನೀಯವಾಗಿ ಕುಸಿದಿರುವುದನ್ನು ಉಲ್ಲೇಖಿಸಿ, ಭಾರತದ ಪರಿಸ್ಥಿತಿ ಅದಕ್ಕೆ ವಿರುದ್ಧವಾಗಿದೆ ಎಂದು ಅವರು ಹೇಳಿದ್ದಾರೆ. ಭಾರತದಲ್ಲಿ ಮುಸ್ಲಿಮರ ಪ್ರಮಾಣ 1951ರಲ್ಲಿ 9.8% ಇಂದ 2011ರಲ್ಲಿ 14.2%ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ ಎಂದು ಅವರು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ.
ಇದಲ್ಲದೆ, ರಾಷ್ತ್ರೀಯ ಸ್ವಯಂಸೇವಕ ಸಂಘ (RSS) ಸೇರಿದಂತೆ ಭಾರತೀಯ ಸಂಸ್ಥೆಗಳನ್ನು ಸಮಗ್ರ ಸಾಕ್ಷ್ಯಾಧಾರಗಳಿಲ್ಲದೆ ನಕಾರಾತ್ಮಕವಾಗಿ ಚಿತ್ರಿಸುವ ಪ್ರವೃತ್ತಿ USCIRF ವರದಿಗಳಲ್ಲಿ ಕಾಣಿಸುತ್ತಿದೆ ಎಂದು ಅವರು ಆರೋಪಿಸಿದ್ದಾರೆ. ವಿಮರ್ಶೆ ಮಾಡುವಾಗ ಸಮಗ್ರ ಮಾಹಿತಿಯನ್ನೂ ಪರಿಪ್ರೇಕ್ಷ್ಯವನ್ನೂ ಗಮನಿಸಬೇಕು ಎಂದು ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.
ಭಾರತವು ವಿಶ್ವದ ಅತಿದೊಡ್ಡ ಪ್ರಜಾಪ್ರಭುತ್ವ ರಾಷ್ಟ್ರವಾಗಿದ್ದು, ನ್ಯಾಯಾಂಗ ವ್ಯವಸ್ಥೆ ಹಾಗೂ ಸಂಸತ್ತಿನ ಮೇಲ್ವಿಚಾರಣೆ ಬಲವಾಗಿರುವುದರಿಂದ ಧಾರ್ಮಿಕ ಹಕ್ಕುಗಳ ಉಲ್ಲಂಘನೆಗೆ ಅವಕಾಶ ಕಡಿಮೆ ಇದೆ ಎಂದು ಸಹಿಸಾಕ್ಷಿಗಳು ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದಾರೆ.
USCIRF ಶಿಫಾರಸು ಮಾಡಿದ ಆಸ್ತಿ ಮುಚ್ಚುವಿಕೆ ಹಾಗೂ ಭಾರತೀಯ ನಾಗರಿಕರ ಮೇಲಿನ ನಿರ್ಬಂಧಗಳು ಪ್ರೇರಿತ ಹಾಗೂ ತಾರತಮ್ಯಪೂರ್ಣವಾಗಿವೆ ಎಂದು ಅವರು ಟೀಕಿಸಿದ್ದಾರೆ. ವರದಿ ತಯಾರಿಕೆಯಲ್ಲಿ ಭಾಗಿಯಾದವರ ಹಿನ್ನೆಲೆ ಪರಿಶೀಲನೆ ನಡೆಸುವಂತೆ ಅಮೆರಿಕ ಸರ್ಕಾರಕ್ಕೆ ಅವರು ಮನವಿ ಮಾಡಿದ್ದಾರೆ.

New Delhi, Mar 21: A group of retired judges, bureaucrats, and armed forces officers has strongly criticised a report by the United States Commission on International Religious Freedom (USCIRF), calling it “misleading and lacking factual basis.”
The signatories argued that long-term demographic data shows stability and even growth among minority communities in India, contradicting the report’s claims. They highlighted that, unlike in Pakistan and Bangladesh—where Hindu populations have declined—India has seen an increase in its Muslim population from 9.8% in 1951 to 14.2% in 2011.
They also accused USCIRF of portraying Indian institutions and organisations like the RSS negatively without sufficient macro-level evidence, urging for balanced and context-based analysis.
Describing India as a robust democracy with strong judicial and parliamentary systems, the group said there is limited scope for violations of religious rights to go unchecked.
The signatories termed USCIRF’s recommendations—such as asset freezes and restrictions on Indian citizens—as “motivated and biased,” and called on the US government to review the credibility of those involved in preparing the report.
The statement was coordinated by former Ambassador Bhaswati Mukherjee and former Additional Chief Secretary M. Madan Gopal.
